phpopen Terms & Conditions

For the purposes of these Terms & Conditions, the following definitions apply throughout the document:

• "phpopen," "we," "us," or "the Platform" refers to phpopen and all services accessible at phpopen.vip, including but not limited to the casino, sportsbook, bingo, slot games, and all associated features.
• "User," "you," or "Member" refers to any individual who accesses, registers, or uses any part of the phpopen platform.
• "Account" refers to the registered player account created by an individual user on the phpopen platform.
• "Funds" or "Balance" refers to real-money amounts held in a user's phpopen wallet, including deposited funds, winnings, and credited bonuses.
• "Bonus Funds" refers to non-cash credits issued by phpopen as part of a promotional offer, subject to applicable wagering requirements.
• "KYC" (Know Your Customer) refers to the identity verification process required by phpopen prior to enabling full account functionality.
• "Wager" refers to any real-money bet placed on any game, event, or market available on the phpopen platform.
• "Responsible Gaming Tools" refers to the suite of account controls available to members including deposit limits, session limits, cooling-off periods, and self-exclusion.
• "PAGCOR" refers to the Philippine Amusement and Gaming Corporation, the regulatory body overseeing gaming activities in the Philippines.

By accessing the phpopen platform — whether by visiting the website, creating an account, placing a wager, claiming a bonus, or using any platform feature — you acknowledge that you have read, fully understood, and unconditionally agree to be bound by these Terms & Conditions, together with the phpopen Privacy Policy and Responsible Gaming Policy, all of which are incorporated herein by reference.

If you do not agree with any provision of these Terms & Conditions, you must immediately cease use of the phpopen platform and close your account if one has been registered.

phpopen reserves the right to amend these Terms & Conditions at any time. Continued use of the platform following publication of any amendment constitutes acceptance of the revised terms. Material changes will be communicated to registered members via email or in-platform notification.

Access to and use of the phpopen platform is subject to the following eligibility requirements, all of which must be satisfied simultaneously:

• You must be at least 21 years of age at the time of account registration and at all times during use of the platform. This requirement is in accordance with Philippine law and PAGCOR guidelines governing online gaming.
• You must be a natural person (not a corporation, partnership, or other legal entity) accessing the platform for personal entertainment purposes.
• You must not be accessing the platform from a jurisdiction where online gambling is prohibited by applicable law.
• You must not be subject to any self-exclusion order, either through phpopen's own self-exclusion program or through any national or PAGCOR-administered exclusion registry.
• You must have the legal capacity to enter into a binding contract under the laws of the Philippines.

phpopen employs automated and manual age verification systems. Submission of false identification documents for the purpose of satisfying age verification requirements constitutes fraud and will be reported to the appropriate Philippine authorities.

To access real-money gaming services on phpopen, users must complete the account registration process. The following conditions apply to account registration and maintenance:

• One Account Per Person: Each individual may hold only one active phpopen account. Registration of multiple accounts by the same individual — regardless of the email address, mobile number, or device used — is strictly prohibited.
• Accurate Information: All registration information, including your full legal name, date of birth, valid Philippine mobile number, and email address, must be accurate, complete, and kept current. Providing false or misleading information during registration constitutes a material breach of these Terms.
• Account Security: You are solely responsible for maintaining the confidentiality of your phpopen login credentials. Any activity conducted under your account credentials is your responsibility. phpopen will not be liable for losses arising from unauthorized access to your account where such access results from your failure to maintain credential security.
• Non-Transferability: phpopen accounts are strictly personal and non-transferable. You may not sell, assign, or transfer your account or any balance therein to any third party.
• Account Dormancy: An account with no login activity for a period of 12 consecutive months will be classified as dormant. phpopen reserves the right to apply an administrative maintenance fee of up to ₱100 per month to dormant account balances after appropriate written notice.

phpopen is required under Philippine anti-money laundering regulations and PAGCOR guidelines to conduct Know Your Customer (KYC) verification on all member accounts prior to enabling withdrawal functionality. The following provisions apply:

• Members must submit a government-issued Philippine identification document to complete KYC. Accepted documents include: UMID, Philippine Passport, Driver's License, PhilSys National ID, SSS Card with photo, or GSIS Card with photo.
• KYC verification is required before any withdrawal may be processed, regardless of the amount or the payment method selected.
• phpopen reserves the right to request additional documentation at any time, including proof of address, source of funds documentation, or supplementary identification, particularly where transactions of a high value or unusual pattern are identified.
• All documents submitted for KYC purposes are handled in accordance with phpopen's Privacy Policy and the Data Privacy Act of 2012 (Republic Act No. 10173).
• Submission of fraudulent, altered, or third-party identification documents constitutes a criminal offense under Philippine law. phpopen will cooperate fully with law enforcement in any such investigation.

All financial transactions on the phpopen platform are conducted in Philippine Peso (₱ PHP). The following terms apply to deposits:

• phpopen does not accept deposits from third-party accounts. The payment method used for deposits must be registered in the same name as the phpopen account holder.
• phpopen does not accept cash deposits under any circumstances.
• Chargebacks initiated through a payment provider against a valid phpopen deposit will result in immediate account suspension pending investigation and may result in permanent closure.
• phpopen reserves the right to impose maximum deposit limits at the platform level or on individual accounts based on responsible gaming considerations or regulatory requirements.

The following terms govern the withdrawal of funds from phpopen accounts:

• Withdrawals are only available to fully KYC-verified members. Accounts that have not completed identity verification may deposit and wager but may not withdraw until verification is complete.
• The minimum withdrawal amount is ₱200 for GCash and PayMaya. The minimum for bank transfers is ₱500.
• Withdrawals must be made to the same payment method used for the most recent deposit, subject to method availability. phpopen reserves the right to require withdrawal to a verified bank account linked to the member's name in cases of high-value transactions.
• phpopen targets processing of GCash and PayMaya withdrawals within 5 minutes for verified accounts. Processing times for bank transfers may vary from 30 minutes to 1 business day depending on the recipient institution.
• Withdrawal of bonus funds is subject to applicable wagering requirements being met in full prior to the withdrawal request. Withdrawing real-money funds while active bonus funds are held may result in forfeiture of the bonus balance in accordance with the applicable bonus terms.
• phpopen reserves the right to delay or suspend a withdrawal pending completion of an enhanced KYC review for transactions that trigger anti-money laundering thresholds under Philippine law.

phpopen offers a range of bonuses and promotional offers to registered members. The following general terms apply to all bonuses unless superseded by the specific terms of an individual offer:

• All bonuses are subject to wagering requirements that must be fulfilled before bonus-derived winnings may be withdrawn. The applicable wagering multiplier, eligible games, and time limit are stated in the individual bonus terms presented at the point of offer.
• Only one bonus may be active per account at any given time, unless explicitly stated otherwise in the offer terms.
• Bonuses are personal to the account holder and may not be transferred between accounts.
• phpopen reserves the right to withdraw or modify any bonus offer at any time prior to the offer being claimed by a member.
• Any attempt to abuse promotional offers — including but not limited to multi-accounting, coordinated low-risk wagering strategies specifically designed to clear bonus requirements without meaningful risk, or use of third-party services — will result in forfeiture of the bonus, any derived winnings, and may result in account suspension.
• Bonuses have a default expiry period of 30 days from the date of issue unless otherwise specified. Unclaimed or unfulfilled bonuses expire automatically at this period end.

The following general rules apply to all wagers placed on the phpopen platform. Game-specific rules are additionally displayed within each game section:

• All bets must be placed prior to the commencement of the relevant game, event, or round unless the specific game mode (e.g., live in-play sports betting) explicitly permits otherwise.
• Once a bet has been confirmed and accepted by the phpopen system, it is final and cannot be cancelled or modified by the member. phpopen reserves the right to void bets in the event of technical errors, erroneous odds, or market suspension.
• In the event of a disputed game result — including live casino game outcomes, sports results, or slot game malfunctions — phpopen's decision following a review of server-side game logs shall be final and binding.
• phpopen employs certified Random Number Generation (RNG) systems for all non-live game outcomes. RNG certification is maintained by independent third-party testing laboratories. House edge percentages for all casino games are disclosed on the relevant game information screens.
• Minimum and maximum bet limits are displayed within each game and may be adjusted by phpopen at any time.
• phpopen shall not be liable for bets placed in error by the member, including incorrect bet amounts, incorrect selections, or failure to review bet slips prior to confirmation.

The following actions are strictly prohibited on the phpopen platform. Violation of any prohibition may result in immediate and permanent account suspension and forfeiture of all account balances:

• Registering more than one account on the phpopen platform, whether under the same or different personal details.
• Using automated software, bots, scripts, or any artificial intelligence system to interact with the phpopen platform, place bets, or exploit game mechanics.
• Engaging in any form of collusion with other players for the purpose of gaining an unfair advantage in any game or market.
• Exploiting software errors, game vulnerabilities, or platform bugs to generate unauthorized winnings. Members are required to report any identified bugs to phpopen support. Exploitation of known bugs voids all associated winnings.
• Engaging in money laundering, using phpopen accounts to process illicit funds, or making deposits specifically for the purpose of withdrawing without meaningful gaming activity.
• Initiating fraudulent chargebacks through a payment provider following confirmed phpopen transactions.
• Providing false personal information, submitting altered or fraudulent identity documents, or impersonating another individual during KYC verification or at any other time.
• Allowing third parties to access or operate your phpopen account, including friends, family members, or betting advisors.
• Accessing the phpopen platform from a jurisdiction where online gambling is prohibited, using VPN or proxy services to circumvent geographic restrictions.

phpopen reserves the right to suspend, restrict, or permanently close any member account at its sole discretion, including in the following circumstances:

• Breach of any provision of these Terms & Conditions.
• Failure to complete KYC verification within a reasonable period following request.
• Reasonable suspicion of fraudulent activity, money laundering, or prohibited conduct as defined in Section 10.
• Account inactivity as defined in Section 4.
• At the request of the member via the self-exclusion tool described in Section 12.
• Upon instruction from PAGCOR or any other competent Philippine regulatory authority.

Where an account is suspended due to suspected prohibited conduct, any balance in the account will be held pending the outcome of phpopen's investigation. phpopen's decision following an investigation is final. Where account closure results from a member's voluntary request or from platform inactivity only, any remaining real-money balance (excluding bonus funds) will be returned to the member's verified payment method following standard processing timelines.

phpopen is committed to promoting responsible gaming among all members. The following responsible gaming tools are available to all phpopen account holders at no cost, accessible directly from the Account Settings panel:

• Deposit Limits: Daily, weekly, and monthly deposit caps. Limit reductions take effect immediately. Limit increases are subject to a 24-hour cooling period.
• Session Time Alerts: Configurable notifications that alert you when a gaming session has reached a user-defined duration.
• Cooling-Off Periods: Temporary gaming suspension of 24 hours to 6 weeks. During a cooling-off period, account login is maintained but all real-money gaming is suspended.
• Self-Exclusion: Permanent or time-limited exclusion from the phpopen platform ranging from 1 month to 5 years. Self-exclusion requests are processed immediately and cannot be reversed for the chosen period.

phpopen operates in alignment with PAGCOR's responsible gaming framework. All gaming on phpopen is restricted to individuals aged 21 or above. phpopen encourages all members to use the responsible gaming tools available and to seek professional support if gambling has ceased to be a form of entertainment.

All content on the phpopen platform — including but not limited to the phpopen brand name and logo, website design, user interface elements, game artwork, written content, and software — is the exclusive intellectual property of phpopen or its licensed content providers and is protected under applicable Philippine intellectual property law and international copyright conventions.

Members are granted a limited, non-exclusive, non-transferable, revocable license to access and use the phpopen platform for personal entertainment purposes only. This license does not permit:

• Copying, reproducing, or distributing any phpopen content without express written authorization.
• Reverse-engineering, decompiling, or disassembling any phpopen software.
• Creating derivative works based on phpopen content, including the use of phpopen branding in any third-party product or service.
• Using phpopen game content, odds data, or platform data for commercial purposes, including as a component of a competing product.

To the fullest extent permitted by applicable Philippine law, phpopen's liability to any member arising from or in connection with use of the platform is limited as follows:

• phpopen shall not be liable for any indirect, incidental, special, or consequential damages arising from use of the platform, including lost profits, loss of data, or loss of gaming opportunity due to platform downtime.
• phpopen's total aggregate liability to any individual member in any 12-month period shall not exceed the net real-money deposits made by that member to phpopen in the same period.
• phpopen does not guarantee uninterrupted access to the platform. Scheduled and unscheduled maintenance windows may affect service availability. phpopen will endeavor to provide advance notice of scheduled maintenance where reasonably practicable.
• phpopen is not liable for losses resulting from unauthorized access to a member account where such access was made possible by the member's own failure to maintain credential security.
• phpopen is not responsible for any delays, losses, or errors attributable to third-party payment service providers, including GCash, PayMaya, or the member's bank.

Nothing in this Section limits phpopen's liability for death or personal injury caused by its proven gross negligence, or for fraud, or for any other matter that cannot be excluded by Philippine law.

These Terms & Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines, without regard to its conflict of laws provisions.

In the event of a dispute arising from or in connection with these Terms & Conditions or your use of the phpopen platform, the following process applies:

• Step 1 — Internal Resolution: Members must first submit a formal written complaint to phpopen via the in-platform support system or by emailing [email protected]. phpopen will acknowledge the complaint within 2 business days and provide a substantive response within 14 business days.
• Step 2 — Escalation: Where the member is unsatisfied with phpopen's internal resolution, the matter may be escalated to the relevant PAGCOR complaints procedure, subject to PAGCOR's jurisdiction over the matter.
• Step 3 — Arbitration: Disputes not resolved through PAGCOR's procedures shall be referred to binding arbitration under the rules of the Philippine Dispute Resolution Center, Inc. (PDRCI). The seat of arbitration shall be Makati City, Philippines. The language of arbitration shall be English.

Nothing in this Section prevents either party from seeking urgent injunctive or other equitable relief from a court of competent jurisdiction in the Philippines.

phpopen reserves the right to amend, update, or replace these Terms & Conditions at any time. The following notice procedure applies to amendments:

• For material changes — including changes that materially affect member rights, withdrawal terms, or eligibility — phpopen will provide at least 14 days' advance notice via email to the registered address on the member's account.
• For minor or administrative changes — including corrections, formatting updates, or clarifications that do not materially affect member rights — phpopen may implement changes without advance notice, updating the "Last Reviewed" date at the top of this document.
• In all cases, the current version of the Terms & Conditions as published at phpopen.vip/terms-conditions supersedes all prior versions.

Your continued use of phpopen following the effective date of any amendment constitutes your acceptance of the amended Terms & Conditions. If you do not accept a material change, you must close your phpopen account before the effective date of the change. Closure requests made in advance of a material change will be processed without any withdrawal penalty.
